Accounting Supervisor OKC-County Health Dept. AA/EOE SUMMARY: The Accounting Supervisor is an evolving and emerging position located in the Financial Services Division of the Oklahoma City-County Health Department and is under the supervision of the Finance Officer. The Accounting Supervisor is primarily responsible for performing accounts receivable services, accounting services, and assisting the Finance Officer and Financial Services Manager. PRINCIPLE DUTIES AND RESPONSIBILITIES: This is a summary of the duties and responsibilities commonly found within this classification. It is not meant to be all-inclusive, thus, other related activities or tasks may be assigned. This position functions at the leadership level (Tier 3) as defined by the Council on Linkages Core Competences for Public Health Professionals with integration of all Core Competency Domains. An emphasis on the following domains is important in this role: Policy Development/Program Planning Skills Communication Skills Community Dimensions of Practice Skills Financial Planning and Management Leadership and Systems Thinking Skills ESSENTIAL JOB FUNCTIONS: 1. Scheduling work assignments. 2. Supervising employees in separate areas by direct observation and review of job product. 3. Developing and monitoring accounting procedures. 4. Reviewing and modifying financial documents and reports. 5. Assisting Finance Officer and Financial Services Manager with annual budget preparation 6. Following established accounting procedures for month-end, quarter-end, and year-end close. 7. Backing up the following positions: 1. Payroll Technician 2. Accounting Technician Accounts Receivable 3. Accounting Technician Accounts Payable 8. Providing information to and conferring with the external auditors during the agency's annual review. 9. Primary contact for medical billing function, including interfacing with outsourced medical billing firm. 10. Approving invoices for contract billing, including subrecipient monitoring. 11. Planning, reviewing, and reconciling various financial transactions, i.e. invoices, expense vouchers, and other source documents, to verify obligations and post appropriate accounting records. 12. Preparing financial reports, statements, and schedules of standard design. 13. Entering data into a computer. 14. Filing and retrieving documents. 15. Generating documents and reports. 16. Maintaining accounting records, including ledgers, journals, registers, and individual accounts. 17. Classifying and coding revenues and expenditures for entry into appropriate accounting records. 18. Posting payroll data to a payroll system, checking accounts for appropriateness and accuracy of entries. 19. Performing routine reconciliations of accounting data and information. 20. Provides coverage for breaks, lunch or in the absence of Finance staff. 21. Communicating with people by telephone or in person. 22. Completes required training in support of duties and responsibilities of this position. 23. Communicating with various officials, employees, and the public. 24. Operating a personal computer. 25. Driving to off-site locations to perform job duties. 26. Completing required training in support of duties and responsibilities of this position. 27. At the direction of OCCHD Executive Director or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Team, (i.e. public Health Preparedness and Response program). Also, as a member of the OCCHD Emergency Preparedness and Response Team, the incumbent is required to complete all necessary responder trainings and may be designated as a member of the first- responder team. 28. In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor. QUALIFICATIONS/REQUIREMENTS: -Bachelor's degree in Accounting plus five years of accounting experience (governmental experience preferred) OR -Master's degree in Accounting plus four years of accounting experience (governmental experience preferred) -One year of supervisory experience preferred -Valid Oklahoma driver license required SKILLS AND ABILITIES: -Ability and willingness to maintain confidentiality -Ability and willingness to develop and maintain effective working relationships -Ability and willingness to communicate with others both orally and in writing using tact and diplomacy -Ability and willingness to follow established policies and procedures -Ability and willingness to assume responsibility for work product WORKING CONDITIONS: -Primarily indoors in climate-controlled building -No smoking or use of non-smoking tobacco products is allowed at any time while conducting agency business or in agency vehicles -No use of cell phones or the use of electronic wireless communications devices used to write, send, or read a text-based communication while driving a motor vehicle on agency business -Subject to sitting for prolonged periods of time -Subject to frequent bending, reaching, and stooping -May be exposed to prolonged glare from computer monitor -OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues PHYSICAL REQUIREMENTS: -Arm/hand steadiness and digital dexterity enough to use equipment such as personal computer, ten-key, etc. -Vision enough to read and draft written communications such as computer printouts, instructions, hand- or machine-generated documents, etc., as well as print on computer monitor -Flexibility and coordination enough to operate a motor vehicle -Speech and hearing enough to communicate with others, both via telephone and in person. WORKING RELATIONSHIPS: This position requires continual contact with other employees, with supervisor, and with the public to give and receive information, and perform the essential functions of the job. The incumbent may be required to occasionally deal with hostile persons. SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY: This incumbent is under the direction of the Finance Officer and Financial Services Manager, with work product subject to both specific and general review. The incumbent is responsible for the direct supervision of the employees in the Finance Department that are assigned to work under them. The employee has direct accountability for money.
